Abstract
The present study was conducted with the aim of identifying and. This study identified and analyzed the factors affecting strategic planning using a qualitative research method and the Strauss and Corbin paradigm model. Through semi-structured interviews with experts, 111 initial codes, 75 concepts, 24 categories, and 5 key components were extracted, including contextual conditions (educational environment, sports science, infrastructure, organizational culture, sports performance), causal conditions (motivation and psychology, sports preparation, talent acquisition, financial challenges, refereeing and judgment), intervening factors (role-playing, media and advertising, coaching support, life balance, rehabilitation), strategies (gender equality, education, professionalization, investment, organizational support), and outcomes (desirable performance, social health, public awareness, professional development). By filling research gaps, this study provided an integrated framework that emphasizes the coordination of infrastructural, psychological, social, and managerial factors. Therefore, it is recommended that strengthening educational and scientific programs, developing systematic talent acquisition, attracting investment, strengthening media coverage, promoting gender equality, professionalization, and designing rehabilitation and life balance programs be included in the agenda of women's sports administrators in their macro-planning. These solutions can lead to national and international successes and enhance the status of women's sports in society.
